Kira Tsubasa is the leader of A-RISE. Her distinguishing features are having a charming forehead and being short.
Background
Kira Tsubasa is a student at UTX High School. Together with Yuuki Anju and Toudou Erena, they formed the school idol group A-RISE, which rose to popularity.
Personality
Tsubasa is humble yet competitive. Despite A-RISE's popularity, she admits that she wasn't interested in it nor does she seemed concerned losing the popularity their group has achieved. She never seems to look down on A-RISE's opponents, especially μ's whom she praises and respects. Though she admires them, she mentions that she never wanted to lose to them.

| Kira Tsubasa makes her first appearance in Episode 1 along with Toudou Erena and Yuuki Anju, when the performance of their group, A-RISE, is showing on a big screen in front of UTX high school. Because of them, the school is popular and getting a lot of students. Kousaka Honoka is visiting the school because her little sister is planning on applying to UTX instead of Otonokizaka, the high school Honoka attends. Not knowing who they are, Honoka asks the girl next to her (Yazawa Nico) if they are celebrities. Shocked, Nico explains to her that they are the school idol group A-RISE. After watching them perform their song "Private Wars", Honoka comes up with an idea to save her school: form a school idol group. | ||

| In Episode 3, the members of μ's decide to look for a place to hold their live for the preliminaries of the second Love Live! but it turns out that they're out of new stages. They look elsewhere and end up in front of the UTX building. The group sees A-RISE's promotion and Honoka says that they won't lose. Tsubasa appears in front of the trio, hushing Honoka before others could see her then grabbing Honoka's arm, dragging her inside the building. Hanayo and Nico notice that Tsubasa running away with Honoka and chase after them.
The two idol groups gather in a private room at the school's cafe. The A-RISE members reveal to μ's that they've been watching and keeping an eye on the group for quite a while. They say they think μ's is going to be their biggest rivals during the upcoming Love Live!. Tsubasa, Erena, and Anju then point out each of μ's members' good qualities. Eli asks them why they know so much and Tsubasa answers that it's because it's rare to see a group with a caliber like μ's and that A-RISE don't want to lose to them. Honoka states that they won't lose either and says thank you to A-RISE. Tsubasa then offers μ's to perform on the same stage as them, which is the roof top of their school, to which Honoka immediately agrees, surprising the rest of μ's members. The day of the preliminaries comes along, A-RISE's Tsubasa and μ's Honoka agree to give it their all and shake hands. Alisa and Yukiho are shown watching on a laptop at the Kousaka residence. Alisa is worried but Yukiho assures her that they will be fine. A-RISE perform their new song, "Shocking Party". Seeing A-RISE perform, most of μ's members start to feel that they can't win. Honoka immediately disagrees and cheers everyone up. Some of their schoolmates come and cheer them on as well. μ's find new hope and are ready to perform. μ's perform their new song "Yume no Tobira", receiving positive response from their audience. | ||
